Going Against Regulations to Indulge in Drinking and Eating! The Central Authorities Have Issued a Notice Regarding Two Typical Cases.

Recently, the central – level working group for implementing the Central Eight – point Regulation and conducting learning and education, along with the Office of the Central Commission for Discipline Inspection, publicly revealed two typical cases of Party members and officials engaging in improper eating and drinking during the learning and education period, which seriously violated the Central Eight – point Regulation.

On April 5, 2025, in Huangmei County, Huanggang City, Hubei Province, a group of Party members and cadres participated in improper drinking and dining activities. They accepted and provided banquets that could potentially influence the impartial execution of official duties, thus seriously breaching the eight – point regulations of the Central Committee.

The incident began on April 4, when Zhang Jian, a member of the government’s leading team and deputy district leader of Jinxiu District in Chengdu City (formerly a member of the Huangmei County Committee and Party Secretary of Xixin Town in Hubei Province), returned to his hometown in Hubei to pay respects to his ancestors. Huang Xiaosong, the Party Secretary and Executive Director of China Railway Second Engineering Bureau Real Estate Group Co., Ltd. in Jinxiu District, arranged for the company’s reception staff, Wang Minghui, to rent a vehicle in Wuhan and bring wine and cigarettes to serve Zhang Jian. On the same day, Zhang Jian contacted Yin Shiguo, the former second – level director of the Xixin Town Government (now retired), to discuss inviting former colleagues for a meal.

On the noon of April 5, Zhang Jian, Yin Shiguo, Luo Panjun (Deputy Secretary of the Huangmei County Party Committee and Head of the United Front Work Department), Gui Lijun (Chairman of the People’s Congress of Huangmei Town), Chen Xianlong (Member of the Huangmei County Party Committee and Deputy Town Mayor), Shang Min, and others dined at a restaurant. After Luo Panjun left early, Wang Bo (Deputy Secretary of the Huangmei County Party Committee and Town Mayor) and Chen Hao (Deputy Secretary of the Zhegang County Party Committee) joined the meal. Except for Chen Xianlong, Shang Min, Xiang Minghui, Yin Shiguo and their wives, all the diners consumed the high – end liquor provided by Xiang Minghui. The meal expenses were covered by Xiang Minghui and Yin Shiguo. Tragically, that afternoon, Luo Panjun died. A blood test showed his blood alcohol content was 4.35 milligrams per 100 milliliters, and the diagnosis was cardiac arrest.

Afterward, Pan Guohua, a member of the Huangmei County Party Committee and Director of the County Office, concealed details of the improper eating and drinking activities involving Zhang Jian and many local Party officials in Huangmei County. With the approval of Huangmei County’s Party Secretary Ma Liang, he submitted a report to the Huanggang Municipal Committee Office. When Yu Youbin, Vice Chairman of the Standing Committee and Secretary of the Huanggang Municipal Committee Office, revised the report, he concealed Zhang Jian’s true identity, deleted the number of attendees at the meal, and obfuscated information about who paid for the meal. After obtaining the consent of Huanggang’s Party Secretary Li Junning, the report was submitted to the Hubei Provincial Party Committee Office.

Following the incident, the discipline inspection commissions of Hubei Province, Sichuan Province, and China Railway Group launched an investigation and punished the relevant responsible persons. Zhang Jian was expelled from the Party, dismissed from public office, and demoted to a second – level deputy director; Yin Shiguo received a one – year probation within the Party, and his retirement benefits were adjusted according to the standards of a second – level deputy director; Huang Xiaosong was removed from his Party position and dismissed from public office; Gui Lijun was given a serious warning within the Party (with an impact period of two years), dismissed from public office, and demoted to a fourth – level deputy director; Wang Bo and Chen Hao were given serious warnings within the Party and demoted from their public office positions; Chen Xianlong and Shang Min were given warnings within the Party; Pan Guohua and Yu Youbin were given serious warnings within the Party. Li Junjie, who failed to strictly review the submitted materials, was ordered to write a written self – examination. Chen Jianxin, a member of the Standing Committee of the Huangmei County Party Committee, Discipline Inspection Secretary, and Director of the Supervisory Commission, was given a warning for failing to fulfill his supervision responsibilities regarding strict Party discipline.

Anhui Case: Collective Improper Eating and Drinking in Qianling Township

On April 27, 2025, all members of the Party and government leadership team of Qianling Township, Shusheng County, Anhui Province, along with some other Party and government officials, engaged in improper drinking and dining together. They accepted and provided banquets that might affect the impartial performance of official duties, seriously violating the eight – point regulations of the Central Committee.

Wu Xingzhou, the Deputy Secretary of the Qianling Township Party Committee, invited Zhang JinGuo (Secretary and Head of the Township Government), Luo Gui Dong (Chairperson of the People’s Congress), Wu Ping (Head of the Liaison Group for the Work of the Chinese People’s Political Consultative Conference), Huang Zhenhua (Committee Member and Deputy Township Head), Li Lingfeng (Committee Member and Discipline Secretary), Fang Jian (Committee Member and Organization Head), Xu Tao (Committee Member and Publicity Head), Li Xiuyang (Committee Member and Armed Forces Head), He Bing, Shi Wenhua (Deputy Township Heads), Hu Wei (Director of the Party Affairs Office), and Shi Binbin (Deputy Secretary of the Maoba Village Party Committee) to a banquet he organized at a restaurant. Hu Wei assisted in making the reservation.

That night, Wu Xiangzhou, Wu Ping, Zhang Linhai, Huang Zhenhua, He Bing, Hu Wei, and Shi Binbin drank liquor. On that day, Zhang JinGuo and Luo Guidong were the on – duty leaders, and Li Yiyang, who was studying at the county party school, did not follow the proper leave – application procedure.

Wu Xingzhou drank excessively and did not pay the meal fee. Early on the morning of April 28, he died of asphyxiation due to the reflux of stomach contents. After the incident, the other diners raised funds to compensate the deceased’s family and reached agreements on matters such as liability exemption and confidentiality. Zhang JinGuo also contacted some enterprises to provide financial assistance to the family.

After the incident, the Anhui Provincial Discipline Inspection and Supervision Commission took the initiative to handle the case and imposed corresponding disciplinary actions on the relevant responsible persons. Zhang JinGuo was given a two – year probationary party membership, dismissed from his government position, and demoted to a second – level deputy section chief; Li LingFeng was given a one – year probationary party membership, dismissed from his government position, demoted to a second – level deputy section chief, and transferred out of the discipline inspection and supervision system; Luo Guidong, Li YiYang, Zhang LinHai, and Hu Wei were given a one – year probationary party membership, dismissed from their government positions, and demoted to a second – level deputy section chief; Huang ZhenHua was expelled from the Party, dismissed from his government position, and demoted to a second – level deputy section chief; Shi BinBin was removed from the Party; Wu Ping was given a serious warning within the Party (with an impact period of two years), dismissed from his government position, and demoted to a fourth – level director section chief; He Bing was given a serious warning within the Party (with an impact period of two years), dismissed from his government position, and demoted to a second – level deputy section chief; Fang Jian, Xu Tao, Shi Wenhua, and Hong Zhipeng were given serious warnings within the Party.

The Party Committee of Anqing City, the Discipline Inspection Commission of Anqing City, the Party Committee of Shusheng County, and the Discipline Inspection Commission of Shusheng County failed to effectively fulfill their responsibilities for comprehensive and strict Party governance and supervision. The Organization Department of the Anqing City Party Committee and the Organization Department of Shusheng County did not properly implement the system for reporting important matters in organizational work. As a result, Zhang Junyi, Deputy Secretary of the Anqing Municipal Party Committee and Mayor (temporarily in charge of the municipal committee’s work), was given a warning; Geng Yanqiang, Party Secretary, Discipline Inspection Commission Director, and Supervisory Commission Director of Anqing City, was given a warning; Lin Yunfei, Deputy Minister in charge of daily work of the Anqing City Party Committee Organization Department, was given an intra – Party warning; Cao Xiaoge, Party Secretary of Shusheng County, was given a serious intra – Party warning; Wang Wengang, Party Secretary, Discipline Inspection Commission Director, and Supervisory Commission Director of Shusheng County, was given a warning; and Lin Shengli, Party Secretary, Organization Minister, and Secretary of the Discipline Inspection Commission of Shusheng County, was given an intra – Party warning.

Analysis and Requirements for Rectification

These two cases of improper eating and drinking occurred during the learning and education period. The organizers and participants were mainly Party members and leading cadres. Their actions were blatant violations of laws and disciplines, with extremely serious nature, extremely bad influence, and extremely painful lessons.

This learning and education campaign has designated the rectification of improper eating and drinking as a key task and issued clear requirements. However, these Party officials, while participating in the learning and education, took the lead in organizing and participating in improper eating and drinking activities. In some cases, the entire leadership team was involved, forming “small cliques” and “small groups”, and there were subsequent issues of underreporting to varying degrees. This shows that these Party officials have a poor understanding of the situation, are politically unclear, have extremely weak awareness of discipline and law, lack a sense of responsibility, ignore the spirit of the Central Eight – point Regulation, have no sense of awe or vigilance, and are insincere and disobedient to the Central Committee’s deployment for learning and education. It also reflects that the main responsibilities for comprehensive and strict Party governance at the local and unit levels are not fulfilled, and a strict disciplinary atmosphere has not been truly established. Moreover, it indicates that the bad trend of improper eating and drinking persists in some places and units and shows signs of resurgence, requiring strong and severe treatment.

Currently, the learning and education campaign is being carried out in – depth. Party committees (Party groups) at all levels must focus on rectifying violations related to eating and drinking. They should take resolute measures, focus on actual incidents, identify typical cases, and issue public announcements. For those who engage in illegal eating and drinking activities in defiance of regulations, strict investigation and handling in accordance with laws and disciplines should be carried out to create a powerful deterrent.

Case – based warnings should be strengthened. The above two typical cases should be included as important components of warning education. The nature, manifestations, and hazards of excessive drinking and eating issues should be deeply analyzed to awaken Party members and officials, make them feel awe, and abide by the bottom line.

Leading cadres at all levels, especially the “top leaders”, should set good examples. They must resolutely resist improper consumption and drinking and promote the continuous extension of the campaign against the “Four Forms of Decadence” and the promotion of new trends to the grassroots level. Inspection teams and supervision teams should play the role of a “sharp sword”, guiding and supervising the places and units they visit to vigorously rectify the stubborn problem of improper consumption and drinking and promote the resolution of prominent issues.
